William Wesley Pole. Have been directed to permit Captain Malcolm Cowan to inspect the making of sails, as was the practice when his plan was first received. Have asked Captain Cowan to send written instructions for the bending of them to the Master Attendants at Deptford, Woolwich and Sheerness. Have asked Captain Cowan to explain his assertion 'that there is a spirit in our Naval Departments extremely hostile to any improvement or detection of abuse'. Ask for this to be procured from him and whether Captain Cowan should be employed to inspect the bending of the sails.
