Commissioner Middleton, Gibraltar to the Board. The gunboats we have been asked to repair at this yard are without Officers or men and I have written repeatedly to Lord Collingwood pointing out that sending out more boats will only add expense without purpose. Of 20 boats here it has never been expedient to fit out more than 6 as, for the reasons stated, their stores are likely to be embezzled.
