Lieutenant William Osborn has applied for dispensation for the survey on the remainder of the Boatswain's and Carpenter's stores when he took command of the Scorpion, in order to receive his wages. Opine that they can be paid on his making an oath that the survey was sent with the rest of his papers for passing his accounts and he never embezzled any part of the King's stores committed to his charge
