Description

William Wellesley Pole. Opine that Overseers for the building of line of battle ships should be appointed from the class of Quartermen and that the recent orders for twelve ships of the line make it impossible to find a sufficient number of qualified candidates elsewhere. Repeat the recommendation that James Hillman is appointed temporarily as Assistant to the Surveyor of the Navy in the absence of Mr. Barallier.
