Description

William Marsden. We understood HM order in Council of 21 May 1801 to establish the salaries of Commissioners abroad in lieu of an allowance for stationery and other allowances. A further order in October 1803 granted certain pecuniary allowances annually which were to start in July 1803. Opine the allowances excepted under the regulations are those for which a personal benefit is derived but do not consider it was meant to apply to stationery used by Commissioners and officers on the public service. Ask if the Admiralty Order of October 1803 for stationery allowances should take effect from July 1801
