Mr. Lawrence, Naval Officer at Deal to the Board. The new code of instructions directs that the signing officers of all muster books, pay books and tickets, are to be the Captain, Senior Lieutenant, Master and the Purser. When the form to be signed relates to stores in the charge of any other officer, that Officer is to sign instead of the Purser. The Commanders of some ships alledge this means the Boatswain is to sign nothing but those which relate to stores in his charge. They object to his signing the Bounty list on the Clyde, Vanguard and Goliath and for the payment of artificers on the Kangaroo.
