Mr. Tough, the Consul at Palermo, has unauthorised payments included in his accounts; The hire of a horse guide and guard for Lieutenant Stains of the Peterell Sloop, with dispatches to Lord Nelson, for conveyance of dispatches from Lord Nelson at Palermo to Leghorn, sending dispatches to Lord Nelson with an account of the capture of the Guillaume Tell, payment to the Vice Consul of Palermo for the maintenance of seamen from the Alexander, payment to the Vice Consul at Syracuse, for the maintenance of sick and wounded French prisoners and to convey and maintain 23 British prisoners of war from the Minerva, to the Seahorse.
