William Marsden. Richard Skinner, Master, a prisoner at Verdun, asks to receive the usual allowance. He appears borne on the books of the Serapis as a Master's Mate from June to September 1803 and then to May 1804 as Acting Master. Nothing is due to him from that ship. He was Acting Master of the Surinam from May to June 1804 and may draw a bill, if approved by Captain Woodriff, to receive personal pay for that time. No further relief can be given by this office.
