William Marsden. Commissioner Grey ordered the issuance of an American spar from Portsmouth Yard to Hawkins, owner of the Hibberts, after he was unable to procure a bow sprit on his own from Portsmouth or Gosport. The ship was laden with bricks for Barbados and lost its masts in gales. Note that Commissioner Grey's act cannot be approved of based on an order of 1802 from Sir Evan Nepean. Opine that Commissioners at the Out Ports should be given the same emergency authority as Commissioners abroad.
