William Marsden. The Admiralty order of November 1804, directed that in future no Purser would be allowed to officiate at the same time as Secretary to any Flag Officer. It also directed that Clerks to the Secretaries of Flag Officers should be paid by bill and should not be paid on the books of the ships in which they served. Ask for directions whether Pursers of ships in Ordinary, from whom no duty is required, may now receive their ordinary pay while employed as Clerk of the Secretaries of flag Officers
