Description

Philip Stephens. Lieutenant Stoddard of the Monarch has asked to be paid for the time he commanded the Carcass bomb during the absence of Captain Howorth. How he stands on the books. As Captain Howarth was paid for the whole time opine Lieutenant Stoddard should not be paid
