Philip Stephens. Lieutenant Cumming, Agent for Transports, informs us that 5 companies of the 43rd Regiment embarked on the 16th and the remaining five companies were to embark, yesterday. The party belonging to the 64th Regiment went on board on the 16th but that of the 65th had not arrived. He hopes to be ready to sail from Spithead, today. Lieutenant Bourmaster, informs us from the Downes that the Wentworth, Sea Venture and Ocean transports, intended to carry four Regiments, had taken shelter from the wind there
