Philip Stephens. The Secretary of War advises that an Ensign and 18 recruits are to be received on one of the transports destined for Boston. As the transports carrying the four Regiments are fitted for the proper number of men and have sailed from the River to the places of embarkation, propose the Countess of Darlington at Deptford, taken up to carry 30 Officers and their servants, should be fitted for the reception of the Ensign and recruits
