Philip Stephens. The Commanding officers of HM ships in North America, have directed our Naval officer at Halifax to send them all bills he has to draw upon us for the service of that port, which they have ordered their Secretaries to negotiate and to reserve such part of the amount proper for the uses of the Squadron at Boston and the remainder remitted to the Naval Officer upon freight in the King's ships. This is contrary to the rules and custom of the Navy and propose that directions are given to the commanding Officers to make use of their own credit and authority in future in taking up money at places where there is no Naval Officer. As a storeship is to be sent to Boston, to remain there to supply HM's ships with stores, which are to be lodged in her from the magazine at Halifax, we hope there will be little occasion to purchase another. The Naval Officer at Halifax informs us that he has now an opportunity of getting sufficient sums of money for bills there and at a better exchange than at Boston. Propose to direct him to discontinue sending his bills thither which attracts a commission charge and freight
