Description

Philip Stephens. William Morris has sent an order from Captain Stott, then senior Officer at Gibraltar, appointing him to act as Naval Officer there in place of Mr. Blankley, deceased, and asking to be paid for the time he acted. Though Captain Stott improperly appointed him to act as Naval Officer, there being a Commander in chief on that station, we presume he should be paid as such for the time he acted
