Philip Stephens. We are to hire transports to carry 4 Regiments of Foot to different parts of North America and bring others from thence and 3 Agents will need to be appointed for the service. Recommend the Lieutenants James Dickinson, John Bourmaster and William Cumming, and ask for the want of their affidavits for Half Pay for the time they are so employed to be dispensed with
