The Chairman and Deputy Chairman of the East India Company to Sir Hugh Palliser. The Charter Party you sent does not include all the provisions they understood would be introduced into it. No person can reside in India without the Company's License and the Act takes no notice of the suite of the Council and Judges. Application should be made from all persons, who compose such suite and consequently the agent should be prohibited from taking all others on board. The manner of disposing of the ships is not prescribed but left to the Court of Directors, who want the provision to be introduced into this deed. The Penalty seems inadequate for illicit trade..
