Philip Stephens. Are sending an estimate of the charge of Wages, Victuals, Wear and Tear of 25,000 men including 8,064 Marines, to serve in the Fleet for 13 lunar months from the 1st January. The Commissioners of Victualling have given their opinion at what ports and in what proportions at each, they judge the victuals for the men should be provided as shown below
