Philip Stephens. Lieutenant Henry Savage has made two models of a floating dock and a steering wheel invented by him. He attended us with the models, which have been examined but opine the floating dock will not be practicable. There is ingenuity in the improved steering wheel and suggest a trial is made in a frigate under his inspection and we will judge it from the Captain's report
