Philip Stephens. It is inconvenient for the companies of the guardships to be allowed to come into dock and think they should be left on board other guardships or ships in Ordinary. When the Firm lay at the jettyhead an embezzlement was detected of stores taken by some of her men. In future, when it is necessary for any HM ships to lie there during the time of their refitting, they should be treated as if they were in dock. Commissioner Rogers informs us, when making this application, the Captains expect an order to comply with his request and ask for directions
