Description

Philip Stephens. William Phillips, Boatswain of the Namur, has applied for leave to go to South Carolina, to take possession of an estate. If he is granted that indulgence and is careful to appoint a person for his Deputy as the Commissioner at the Port shall approve, we have no objection to his being absent
