Philip Stephens. General Oughton has complained that the bedding on the transports assigned for his Regiment was old and dirty and would probably infect the men with contagious disorders. Find the General's complaint is partly true and some of the bedding has been replaced. Remark there is no reason that his impression the men would be infected with contagious disorders should be so, as the bedding was clean. Have given the contractor notice immediately and advertised for a new treaty which he is not to attend. The articles complained of were issued to the ships before the Agents were appointed or the cause would have been remedied by them. Mr. Jackson, when the Quartermaster came upon his complaint, assures us his answer was that Agents would take charge of the ships
