Philip Stephens. Lieutenant Hammond of the Grace cutter at Portsmouth reports we have only directed the Yard Officers to cause more scuppers to be cut and to raise the comings of the main hatchway, which he thinks will not have the desired effect. The Portsmouth Officers report on what has been done to remedy the problem. Cutters are generally too buried in the water and encumbered by stores, guns and provisions, which prevents their sailing, working and being so lively as they used to be on private service
