Description

Philip Stephens. The Vanguard is to be laid up at Portsmouth instead of Chatham and propose that the Grafton, when she arrives, is ordered to supply her place at Chatham. The Rochester has lately arrived from the West Indies and will require repair. Suggest she is laid up and paid off at Chatham instead of Plymouth
