Philip Stephens. We are to establish 2nd Masters and Pilots on the cutters instead of Master's Mates and to appoint them out of the Junior Masters as long as they are to be had. We were asked if the time such Masters served as 2nd Masters is to be considered part of the time required to entitle them to half pay and superannuation. Opine it is reasonable to be granted to those who are already upon the list of Masters but do not think we have authority to determine this without approval
