Description

John Clevland. Captain Thorp, Agent for transports, informs us that the conductors and grooms on some of the horse ships at Portsmouth, have complained of being put at 2/3 allowance of provisions. Ask whether they are to be victualled as the soldiers are or at the whole allowance
