John Clevland. The Hero transport is to be continued in the service of the Sick and Wounded Board and had better remain in the pay she is at present because the expense will be included in the charge of transports for which money is given by Parliament, otherwise she will have to be borne out of Naval money. If the charge of transporting prisoners is included in the expense of transports, ask for the Commissioners of Sick and Wounded, to hire ships for the purpose and charge them as a separate article in their Debt sent to this office as do the Commissioners of the Victualling who insert the expense of freight of ships used in carrying provisions for soldiers as transport service
