John Clevland. The Lyon is waiting for payment of her people which has been prevented by bad weather. The Service suffers by delaying the payments of ships till they are under sailing orders and the Admiralty has recommended they are paid soon in future. The Alarm, Swan and Baltimore are detained at the Nore for the same reason. We have sent all the books as soon as possible and have written to the Port Commissioners not to delay payments until the ships are under sailing orders.
