John Clevland. Peter Robinson is a Branch pilot for the North Sea and late Master of the Grampus Sloop. He took some victuallers from the Downes to Commodore Boys off Dunkirk and his certificates are lodged in this Office but were refused payment. Captain Shirley gave him a certificate for services in conjunction with the proper pilot which we could not allow. Have passed bills to him for such services he appears to have performed by himself. Captain Scaife did not mention there was another Pilot on board on the certificate. We have recommended forms which will make this clear
