John Clevland. Samuel Swanson, employed as Mate in procuring men at Yarmouth under the command of Captain Bishop has not been paid agreeable to the 17th article of the Printed Instructions for Lieutenants employed in raising men. The Instructions refers to the payment of subsistance and not wages. Captain Bishop informs that this man entered with him in February 1759 from the Garland and is not borne on that ships books longer than the 10th February. Opine he should be paid by the Captain for the time he was employed under him and it should be charged to his accounts and an amount should be abated from the man's pay which he received as an advance in the Garland.
