Thomas Corbett. Lieutenant Brown, late of the Diamond, has petitioned for payment of his tickets from the ship, which is recommended as a case of compassion. Some such payments have been treated as matters of necessity and several officers have been paid outstanding pay despite the fact that their ships have not been paid off. There are growing numbers of Officers in a similar position and the Board want to lay down some clear procedure. Have already suggested Officers could be paid according to the dates they were ordered to change ships which would mean 40 officers would be entitled to be paid ahead of Lieutenant Brown
