Forwards a letter from William Kelly Smith commenting on the 'regeneration' of Jamaica since 1865 but making a number of suggestions for improvement. A Colonial Office official has noted that Mr Smith was a prisoner at the time of the Morant Bay Rebellion, tried for the alleged use of seditious language prior to the rebellion. As a result of his experiences he appears 'to have suffered in his brain' and the notice taken of previous communications has encouraged him to 'renewed flights of oratory'.
