Refers to previous correspondence between the Colonial Office and the Foreign Office concerning Jamaicans at Colon made destitute by the recent fire, and forwards correspondence between himself and the British Consul General at Panama on the same subject. Also sends a report of a meeting between the acting Chief Clerk of the Colonial Secretary's Office and Captain Woolward of the Royal Mail Steamer Don who believed that reports of destitution were exaggerated.
