Description

Folios 137A-138. A list of resolutions and an accompanying letter, sent by Henry Flight, on behalf of the Winchester Post Master, [Hampshire], to Francis Freeling, [General Post Office, London]. The brief letter lists the enclosed documents as the resolutions and the Hampshire papers. [Hampshire papers not present]. The enclosed resolutions are those made at a meeting of the Lord Lieutenant and magistrates of the county, Grand Jury Chamber, Winchester, on Thursday 25 November 1830.

The resolutions, signed by Wellington, the Lord Lieutenant, begin with a list of those present at the meeting: the Duke of Wellington, the Duke of Buckingham and Chandos, Marquis of Winchester, Earl of Cavan, William Sturges Bourne, G H Rose, T W Gage, Thomas Baring, William Heathcote, John Walter Pollen, Harry B. The first resolution regards their determination to exert power entrusted to them, as magistrates and members of society, and co-operate with each other to maintain the law and work to end the '...outrages by which the public peace has been disturbed...' They also agree that all occupiers of land and respectable inhabitants should be called upon to co-operate with them. There was also agreement that the Lord Lieutenant should express their opinion to His Majesty's government on the forming of yeomanry and volunteer corps in the county, and to voice their opinion on the sending of a special commission to Winchester to assist them with the trials of those being held for crimes relating to the disorder, as there are nearly 200 prisoners in the gaols and bridewells of the locality. There is also unanimous agreement on the general feeling of concern for the conditions of the labouring classes, especially those not involved in the uprisings, but that they also agree that those involved have illegally and must be brought to justice.
