Administrative / biographical background

Under the Ministry of Labour's Safety, Health and Welfare Department, the Factory Inspectorate was divided into a number of specialist inspectors in themed branches. These included electrical, chemical engineering and medical inspectors. The Medical Branch was staffed by inspectors who were responsible for giving advice about occupational health matters and, in particular, helping to prevent ill-health caused by working practices or conditions.

The Safety, Health and Welfare Department was renamed the Directorate of Occupational Safety and Health in 1972, and the Medical Branch adopted the title of Medical Services Division (MSD). On the creation of the Health and Safety Commission and its Health and Safety Executive, MSD changed its name to the Employment Medical Advisory Service Division (EMAS), subsequently dropping the final word of its title.
