Submits a scheme prepared by the Auditor General on the subject, with a report by the Master in Chancery on the working of the Agriculture Aids Act and suggestions on the proposal to make Government advances there under. Sends also his observations on the scheme, together with a statement of the estimated Revenue and Expenditure from 31 July to the end of the year showing the credit balance.
