In 1934, Mr K L Goodall, a factory inspector qualified in physics, began making counts of dust particles present in samples of the atmosphere collected in potteries in Stoke-on-Trent, Staffordshire. From 1939 onwards, Mr Goodall had laboratory facilities in London. The Chemical Branch, formed during the war, had similar facilities. In 1965 after two intervening moves both laboratories moved to Baynards House, 1 Chepstow Place, London W2, and in 1973 to specially equipped premises at Cricklewood, London.
In June 1940 administrative responsibility for the laboratories was transferred from the Home Office to the Ministry of Labour and National Service.
On 1 January 1975, the functions of the Factory Inspectorate were integrated into the Health and Safety Executive.
