The Docks and Harbours Act 1966 s51 provided for reference to industrial tribunals any question of (i) whether certain work was dock work; and (ii) whether any place was in, or in the vicinity of, a port to which a labour scheme for the time being applied. A question was referred to the tribunals by the National Dock Labour Board, the Licensing Authority, an employer of dock labour, a trade union on behalf of employees or by a court.
