Conduct of Mr H D Phillips, District Commissioner of Stann Creek: submits report on Mr Phillips' continued neglect of his duties and recommends that he be retired on pension; with copies of correspondence between the Colonial Secretary and Mr Phillips; Mr Phillips' application for leave, with supporting medical certificate, and his defence against charges of neglect of duties; copy of Governor's Order No 142 informing Mr Phillips that the Governor cannot accept his explanations and placing the charges before the Secretary of State and Mr Phillips' reply; also copy letter from H Blin Stoyle, acting District Commissioner Stann Creek, confirming staffing of office is sufficient.
