Financial position of the Colony: confirms that costs due to the riots have depleted surplus revenue but a loan from the Bank of Canada or the recovery of money from the Riversdale Estate could improve the situation; hopes that the Imperial Government can help in meeting the costs of buying an armoured launch; confirms the arrival from England of architect's plans for new public buildings but new plans will need to be made locally to keep building within the proposed budget; sets out plan to dredge the river and use the mud to reclaim land on Fort George, proposals for which have been laid before the Legislative Council.
