Appointment of a Colonial Secretary: states that no local officer can be recommended for the post; Acting Colonial Secretary W L McKinstry is not trained or qualified and would not be acceptable as Acting Governor; expresses the hope that an appointment can be made soon as it may be necessary to take leave; suggests Chief Justice Sir Robert Roden could assume administration in the event of the Governor taking leave shortly after arrival of Colonial Secretary.
