The Board was set up under the Home Office in 1911 as the Mining Qualification Board and was transferred to the Mines Department in 1920, the year after it had been renamed the Board for Mining Qualifications. Its main task was to conduct examinations to determine the competence of mine managers.
In 1942 the Board was transferred from the Mines Department to the Ministry of Fuel and Power. Following the Coal Mines (Mining Qualifications Board) General Regulations 1950, the Board was replaced by the Mining Qualifications Board, which was appointed by the Ministry to prescribe standards for and to conduct examinations of applicants seeking the certificate of competency for mine managers. The secretariat of the Board was supplied by the Safety and Health Division.
The Mining Qualifications Board was subsequently transferred in turn to the Ministry of Technology in 1969, to the Department of Trade and Industry in 1970, to the Department of Energy in 1974, and became one of the component branches of the newly-formed Health and Safety Executive in 1975
