States that under the present system of dealing with tenders, it would be impossible to deal with tenders made in Barbados. States also that, as regards the remittance of the proceeds to the Colony, when informed of the passing of the Waterworks Acts, the Government can cease the usual remittances and apply funds to loan purposes.
