War between the United States and Spain. States that the Spanish Man of War Alphonso XIII arrived this morning and that troops are going to Havana. States that the telegraph is under control and that, in accordance with the instructions of the Secretary of State, has declined to accept the telegram from the American Consul to Washington Government reporting the arrival.
