Report of James Trower, [Officiating Judge on the Western Circuit] on 1 individual petition (W Lloyd Caldecot, Sheriff of Carnarvon) and 1 collective petition (27 people of Speelty/Spully[?], Carnarvon, Wales) on behalf of Lewis Owen convicted at the [Carnarvon?] Assizes held on 14 August 1822 for maliciously shooting with intent to murder at Thomas Sherdy, supervisor of the Excise on 24 April 1822. Evidences supplied by Thomas Sherdy, William Thomas, Grace Roberts, Edward Williams, constable and John Hughes, magistrate of Denbigh. There is a covering letter from Caldecot to Sidmouth in which reference is made to the death of Lord Castlereagh. Grounds for clemency: the prisoner was wounded at New Orleans in America in the service of his country, has a contusion on his head (caused by a falling plank) which has caused insanity, the trial has caused a sensation in the county, an example has been made of the prisoner and the sheriff cannot endure 'thought of having a human being executed during the time that I am in office'. Initial sentence: death. Recommendation: none made. Annotated '2 Sept Refused'. Folios 104-117.
