The French Government has detained the Schwan[?] Wolters', (a vessel) and the licence has expired. The import licences are granted by Lord Bathurst, but foreigners are now seeking to renew the licences and import wine.The letter writer thinks that the rights of a British Merchant should be upheld..Folios 189-190.
