Submits for consideration the case of Mr G St C Scotter, Inspector of Police for the Parish of St Catherine, against whom the Governor has caused charges to be preferred for being drunk and disorderly at Constant Spring Hotel on the night of 2 August 1920. He is also being charged with insisting on the bar at the Hotel being opened and being kept open after midnight on the same date. Transmits a copy of the Report of the Committee of the Privy Council. A copy of the Notes of evidence taken at the enquiry is enclosed as well as a Memorial addressed to the Secretary of State, together with a copy of a letter from the Inspector General of Police, in which is set out Mr Scotter's past record.
