Relative to the special 'trade agreement' with the Dominion of Canada, the Governor reports that there are many influential Jamaicans who disapprove of any arrangement whereby the United States of America will be less favourably treated than Canada in so far as trade is concerned. These elements will, the Governor believes, seek to obstruct all action which aims at giving effect to the Ottawa Agreement. An article by Mr Harry J Crowe has been published in 'The Gleaner', entitled 'Suggested Union of Jamaica and Canada.' The Governor believes that such an article is harmful because it is provocative to the elements mentioned above.
