The despatches are arranged in chronological order from the front of the volume to the rear of the volume. The order of the enclosures within each despatch varies between chronological, approximate chronological and non-chronological. The enclosures within each despatch are preceded by an abstract of contents, in which the despatch itself (not included) is numbered 1, the abstract of contents 2, and the enclosures 3, 4, etc. (except for IOR/L/PS/5/428, ff 193-243 and ff 245-249 which do not include an abstract). The numbers listed in the abstract of contents are recorded for reference on the verso of the last folio of each enclosure, along with a summary description of each enclosure.

The foliation sequence does not include the front and back covers, nor does it include the leading and ending flyleaves. The sequence contains two foliation anomalies: f 1a and f 159a.
