Administrative / biographical background

The Pavement Commissioners were set up by an Act of Parliament of 1770 (10 George III ch. 25) to administer the paving, repairing and cleansing of the streets, the prevention of nuisances and the lighting and watching of the town. In 1844 they were superseded by the Improvement Commissioners.
